Capital Projects Fund
The State is deploying its $112.3 million American Rescue Plan Act (ARPA) Coronavirus Capital Projects Fund (CPF) by investing $81.7 million in the construction or renovation of multipurpose community facilities and $23.9 million in high-quality broadband infrastructure. The remaining funds, allocated by U.S. Treasury as administrative funds, is supporting the management of CPF and its programs. Funding must be expended and all related services operational by the end of 2026, per U.S. Treasury guidance.
This grant provides last mile connections between the state’s middle-mile fiber optic network and businesses and households to provide high-speed, reliable internet to all Rhode Islanders.
Project areas (PA) include in Jamestown, Newport, Westerly, PA-A (Portsmouth), PA-F (Tiverton), and PA-1 to 7 each spanning multiple municipalities. 26 municipalities and over 16,000 locations will be enhanced through this program.

This grant program funds the construction or renovation of community learning centers that will provide educational programs, workforce training, and health monitoring.
Eighteen municipalities are building 21 Community Learning Centers across the State of Rhode Island. Six neighboring municipalities are partnering to build four shared projects: Glocester - Foster; Hopkinton - Richmond; Newport - Middletown.
